"The Weaponized Incompetence"

This type is actually capable, but chooses to appear incompetent in order to avoid responsibility. When asked to perform simple tasks such as formatting documents or inputting data, they deliberately do it very poorly or constantly ask basic questions they should already know. The goal is cunning: to frustrate colleagues or superiors until they finally say, "Here, let me do it!" That way, they can relax while still getting paid, while others bear their workload.
